I have no idea how you got that amazingly wrong idea.

For the full gtk theming documentation, just google it, and find: http://developer.gnome.org/gtk3/3.3/GtkCssProvider.html

To be able to create a *fresh* template from the most recent gtk sources, only then you would have to go through hoops. - Jan 20 2012
