That almost did the trick. Only icon, which isn't affected by removing the panel and status folder is the system shutdown icon. Would it be advisable to delete the actions folder? Thanks for your help Cybernix. - Nov 12 2019

I have one question: How to keep default icons from changing in top panel (Elementary Os)? I've added "Inherits=elementary" to the index.theme, but I assume further folders have to be edited?
